The United Front of Immigration in the Simposiun held at the Rafael Cintron Ortiz Cultural Center at the University of Illinois in Chicago states:

  1. That the phenomenon of immgration is one that has characterized humamity moving from one place to another in search of better living conditions.
  2. Immigration at the moment is an economic phenomenon in which communities affected by the political of neoliberalism and globalization are forced to leave their homes ans seek new opportunities in Latin America is that emigration to the North.
  3. The relationship between Mexico and United States is definite by immigration since the 1847-48 war in which Mexico lost half of the territory and that the Mexicans who were born in this territory was divided by a border imposed by the signing of the treaty Guadalupe Hildago on February 2, 1848. The treaty stated respect to property and civil right of Mexcians who were divided by the new frontier. However this was not met and the Mexicans have since been victims of discrimination and persection. 
  4. Mexican migration began from the late nineteeth century until the beginning of the depression of 1929. The labor force was engaged in the construction of the railroad, agriculture and services. In the depression of 1929, the voices of the anit-immigrant blame Mexican workers for taking their jobs and their U.S. citizens and therefore the country saw massive return.
  5. However during the second world war the Mexicans were recruited under the bracero program that began in 1942 and ended in 1964 that officially ended the bracero program. In the sixties the U.S. government promoted the operation "wet back" that was trying to deport those who were already working in the fields and industries. This political continue until the eighties, this period is considered to be the political of the revolving door: Just like workers got deported the same way they entred and continue to work what "citizens" did not want to do.
  6. In 1986 the Republic government of Ronald Reagan approved the plan for amnesty for undocumented workers who had entered the country the first of January 1982, who had worked temporarly in the field since 1982. With this legislation also was created the ponitive fines on employers who employ undocumented what the GAO reparted that led to the discrimination of employees by their race and language. With this program nearly 3 million people where able to legalize and many U.S. citizens and those who will vote in this presidential election.
  7. In 1996 the Clinton administration approved the Democrats Act Illegal Immigration and responsibility which it approved additional resources for new Border Patrol agents, the exclusion of major offenses committed by an undocumented or permanent resident was punish of 3 to 10 years, for the people who attempt to fix their situation and they are living in this country without a permission. They also approved the section 287 G which allows collaboration of state authorities for making the arrests and deportations. With this new act the persecution against immigrant escalated to the proposal by Mr. Sensembrenner of Wisconsin seeking to criminalize undocumented and anybody that helps as well as constructing more than 5 thousand miles of wall on the border was finally approved and by the U.S. senate ro relect the legalization for 12 million people. 
  8. The Giant wakes up during the spring of the immigrants with marches of millions of people that intends to stop the persecution and criminalization of undocumented immigrantion demanding a fair and humane soluction that offers a full legalization for undocumented workers and a rejection of the wall on the border. The crowd marches occurred in the years 2006 and 2007 and this marches also directed to the polls in the mid-term election to help the Democrats achieve a majority in congress and now restoring the White House Democrats on November 4.

Therefore it is resolved:

  • Created a plan of action for the first 100 days of the new government to demand to be put on the table the discussion of immigration reform and fair. Plan that will be presented to the President and the Congress immediately.
  • That the migratory debate eliminates the criminalization as base of discussion of the migratory themes putting it in the labor context and of bilateral relation between Mexico and United.
  • Rejecting in all his forms the proposal presented by the Congress Luis Gutierrez Strive Act that in essence is a proposed one Salomonica that criminalizes the immigration with a destitute plan of legalization.
  • Developing alliances with the immigrant community in general and with the Afro-Americans in particular. But there to try to link the fight by the rights of the immigrants with the movement against the war, the right of the woman, the education, the health and of the consumers among others.
  • Call immediately to the Federal govenment to put highly to the raids and deportations against our people, until they enact a legalization for twelve million undocumanted.
  • Approving in a immediate way the section 245(i) so that all the people that can legalize their status by their children, their husband who is a citizen, or permanent resident to do so immediately.
